Duties
- Directs a program to bring CMS' accounting systems into compliance with established principles, standards, policies and procedures.
- Provides direction and supervision in the design, development, and implementation of enhancements to the CMS automated accounting system.
Treasury guidance for financial accounting/reporting. - Assures that financial information systems are adequate for proper financial management of the resources of CMS, conforming to the general requirements of HHS, GAO, Treasury and OMB.
- Assures that the programs provide accountability and internal control for the total resources of Medicare and Medicaid, and other Health Programs CMS administers.
- Gives advice and counsels employees on both work and administrative matters.

Qualifications
ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing direction in the design, development, and implementation of technical financial business requirements and system enhancements to the CMS automated accounting system; (2) Serving as the technical expert on the operations of a financial accounting system, including interface systems, in support of CMS legislative, program and administrative accounting requirements; AND (3) Providing direction regarding the financial accounting and payment processes for the Medicaid, Medicare Advantage Part C/Prescription Drug Program Part D, and the Affordable Care Act Exchanges, to include reconciliations with interface files and associated general ledger account activity.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors (CPA's) has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Workplace Flexibility at CMS: This position has a regular full-time in-person reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate with alternative work schedules at the manager's discretion. This position may be authorized for situational telework. Telework eligibility will be discussed during the interview process.
This position is being filled through a temporary promotion that may not exceed one year. In rare instances, an extension may be granted beyond one year. Management may end this temporary promotion at any time, and in such cases, the employee will be returned to the previously held position or another position of equivalent grade and pay.
