Minimum Qualifications:

Bachelor’s Degree in Public Administration, Human Resources, or related field; supplemented by five years of experience in managing, planning, implementing, evaluating, and/or monitoring equal opportunity, non-discriminatory, disability/accessibility, and/or civil rights programs including three years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Preferred Qualifications: Master’s Degree in Human Resources and work experience in a public sector environment.

Specific License or Certification Required: None. Preferred professional memberships/certifications with American Association for Access, Equity and Diversity (AAAED), Society for Human Resources Management (SHRM), National Association of ADA Coordinators (NADAAC), or comparable National ADA Network, , Participation in the Georgia Office of Dispute Resolution (GODR), Membership in the American Society for Public Administration (ASPA) or equivalent organizations is also valued. Moreover, completion of the ADA Coordinator Training Certification Program offered by the University of Missouri – College of Human and Environmental Sciences, and the Great Plains ADA Center is recommended. Commitment to obtaining any of the above certifications or memberships as determined by Fulton County with 12 months of hire is highly desirable.  

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.


Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:

The purpose of this classification is to assist in directing, managing the daily operations of staff, and implementing and overseeing programs of the Department of Diversity and Civil Rights Compliance to include Fulton County’s compliance with relevant federal laws/regulations (including, but not limited to Title VI/VII of the Civil Rights Act, Title I/II/III of the Americans with Disabilities Act, Age in Employment Discrimination Act, Pregnancy Leave Act, Genetic Information Non-Discrimination Act and Section 504 of Rehabilitation Act) relating to non-discrimination and accessibility laws, regulations and related policies.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Ensures compliance with local, state and federal disability, accessibility and non-discrimination laws, policies and related regulations for all County programs, services and facilities, including the provision of reasonable accommodations for persons with disabilities. 

Assists in planning and directing administrative and operational activities and resources of the department: makes recommendations regarding program priorities, plans, performance measures and operational needs; assists in developing and administering operational procedures; develops and implements data collection, tracking and maintenance systems, and reporting systems; evaluates effectiveness of department programs and processes; provides program updates, reports and counsel to County administrators, elected officials, and department managers regarding administrative and program matters and changes as appropriate.

Assists in administering and supervising department programs: oversees investigations, including preparing, reviewing and/or approving investigative reports and corrective action recommendations; reviews position statements provided to federal agencies and final determinations rendered by federal agencies; ensures notifications and findings are sent to appropriate parties; serves as mediator between employees and management; maintains security of sensitive and confidential information.

Assists in developing, interpreting, administering, and implementing operational policies, procedures, and strategies to ensure County compliance with non-discrimination and program accessibility laws, regulations, policies, and standards: develops new policies and procedures as needed; ensures updates to existing policies; develops and oversees the implementation of plans  for self-evaluation surveys, compliance implementation and ADA Transition; prepares Requests for Proposals, renewals and amendments for contracts; monitors contract expenditures; assists in developing and reviewing training materials; oversees technical assistance to department directors and managers. 

Advises and consults with County administration, attorneys and staff regarding EEO and Disability program compliance: interprets related laws and policies; identifies potential exposure and problems and recommends solutions; Serves as the County's subject matter expert and advisor to executive staff and provides advice and makes recommendations regarding additional needs; provides briefs and updates as needed.

Serves as liaison between County, federal, and external agencies regarding non-discrimination and accessibility issues: consults with federal, state, and local officials; acts as a point of contact for related inquiries, information requests, and grievances; ensures appropriate maintenance of confidential records and information tracking systems. 

Assists in developing and implementing the Department’s budget: monitors expenditures and revenues to ensure compliance with approved budget; initiates requests for new and replacement materials, software, equipment, and/or parts for department equipment and resources.

Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures: maintains an awareness of new procedures, trends, and advances in the industry; reads professional literature; participates in continuing education activities; attends meetings, workshops, and seminars as appropriate

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including budget documents, requests for information, contracts, legal documents,  and human resources information; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including performance evaluations, payment vouchers, policies and procedures, and human resources data; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software: and operates general office or other equipment as necessary to complete essential functions.

Communicates with County officials, department heads, supervisors, employees, clients, third-party service contractors, laborers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
